The Respectful Environment labels the following *personal* harassment. Most of these acts, if done by a member of the public to a member of the public, wouldn’t be harassment at all. Other than spreading malicious or vexatious lies about a person none of these have real-world consequences unless the acts are committed by someone in authority.

Almost all of these actions require an authority to abuse. It’s speculation that lawyers only believed their authority figures had to avoid the criminal act of harassment, but administrative harassment is only possible in an administrative environment. Any consequences are purely administrative:

Personal harassment — as the institution defines the term — when done by people in authority is institutional harassment.
